If your move started and ended inside Kansas, it is an intrastate move. The federal FMCSA household-goods rules — including the 100%/110% release rule — do not apply. Kansas regulates these moves instead.
The state regulator is the Kansas Corporation Commission (KCC), through its Transportation Division. Under Kansas law it is unlawful to operate as an intrastate carrier of household goods without a KCC certificate of convenience and necessity, and a licensed mover must carry the required liability and cargo insurance and file an approved tariff of rates with the Commission. The KCC posts a public directory of authorized household-goods movers with their tariffs and DOT/MCID numbers — a useful place to confirm a mover before you book.
To report a problem with an in-state move, you can raise the carrier-regulation side with the KCC, and file a separate consumer complaint with the Kansas Attorney General’s Consumer Protection Division, which handles unfair and deceptive business-practice complaints.
